rear wiper blade sometimes slow- quick

my rear wiper moves slow sometimes and quick sometimes? any suggestions what it could be

sometimes the gromet can foul it. slacken the wiper off a touch too

it can also be a broken wire in the bit where the wires go from car to the boot, mines like that sometime its really slow or just stops on its way back down or sometime it works perfectly fine lol!
