Default T3 on ST Escort cosworth - need help

friend of mine had some trouble with his T25 on his ST escort with STG1 MSD kit.

he had decided to replace his broken t25 by a T3...

before he had near 20 psi of boost and now with the t3 fitted he can't have more than 10 PSI....

he had verified hoses, he had changed the waste settings, he had test with and without double pistons dump, but always 10 psi ...

do you have an idea ?

have you checked for an air leak?

the t3 you fitted, is it brand new? maybe the wastergate penny is not sealing properly? i have heard of this happening before
