Default Saph wont rev past 3k

Have just rebuilt the top half of my engine and painted it all up to make it look nice and put the engine back in and have got it all running.Just one problem in that it just cuts out at 3 thousand revs every time.It is ok if you rev it gently as long as you dont exceed 3k.Could it be anything to do with the phase sensor in the dizzy as i took this apart to clean and paint or will the fault be elsewhere.Any help, advice and suggestions gratefully recieved

Cheers

Could be the phase sensor, ours used to 'stutter' and not rev or boost past around 3500rpm (ok if you changed up before then) phase sensor was knackered - wires all broken up - IIRC you need to gap them too (0.2 - 0.2mm) you could've disturbed it?
