Ive bought and tried that 'photo stop spray', but it didn't work. i can still see my plate when i photograph it.

my guess is that the owner done it so noone would recognise the car 
although its not that great, as you can still read the plate.
plus all the cops do is invert the pic, still shows up lol

To answer the actual question, if you get your plates made with reflective backing and stand near enough square onto the plate it will be illegible. Sadly Gatsos tend to be slightly off to the side. Pavement mounted or Overhead Gantry.
The ONLY number plate device to work on both the normal image and the inverted negative image is the Specterguard. (not available in the UK for obvious reasons) I've seen these in real life and they are very very good.
Not sure I'd like to explain to the nice policeman why I have them fitted though.

Might be to do with the settings on the camera at the time, looks like its abit over exposed due to the reflection maybe?
I doubt the car would go fast enough to get flashed anyway with that thing on the bonnet slowing it down lol

As said all to do with the angle of shot, but a good safegaurd is POWDERED GLASS lightly sprinkled over the top of the plate, after applying a thin coating of adhesive spray glue, it bounces the light back off at all different angles and screws the piccie up, oh and when done glueing a thin coat of clear laquer, doesn't even show when done right but works perfect.
