Quick Turbo Q

Finally got my oil feed and return for my turbo today and i'm hopefully going to get my turbo strapped onto the block over the weekend (just need someone close-by to do some welding on the cheap lol) ... anyway...
will it be safe enough to adjust the actuator rod so that there's minimal boost and run the turbo on the block without the extra fuelling as i'll be sorting that next week hopefully. I'd rather get the turbo on the block just now and get the exhaust welded up, otherwise i'll have to wait until next weekend and i'll have to suffer a blown exhaust for yet another week!.

not even if i kept the car's air intake the same as it is just now and put a filter on the turbo just to protect it... and take it very easy everywhere i go?
it's just that if i don't get it done soon i'll probably never do it and this exhaust is doing my head in
