... is a not for profit organisation and doesn't allow advertising due to the "unique way its funded", why is the website peppered with ads and every time I watch a video clip do I get an advert for Toshiba laptops first?

No advertising applies to UK only as it is deemed a public service.
Any services being offered to those outside of the UK are not deemed to be a public service so revenue is sought from other sources for this.

If it is outside the UK it is deemed a commerical service, so adverts are placed throughout as per any other website.
If your on a UK service provider then you are more than likely a License Fee payer so they are not allowed to serve adverts to you.
