Engineering/machining, can you help settle an arguement?

In the picture below, do you think it this groove was cut with the piece beside it??? I am saying a resounding yes for several reasons, but some people don't think I am right, so I just wanted a 3rd party view on this.

Close, it's an under reamer, used for drilling....
The one that's between the arm and the piece on the right. To me it's a no brainer as it's the only thing beside this that could've done it.

looks like the cutting bit has been pushed backwards and the holder/reamer/body has grooved it, you can see the straight line horizontal at top of cutting bit, it's nice and flat apart from a little bit at end suggesting bits not meant to be that far back.
