Im thinking of buying a Cat D write off, do these need the VIC check or are they exempt?

From what i've been lead to beleive its only recorded by insurance companies. Only way to find out is HPI check or the honesty of the seller.
Whether any of the above is true i cant confirm but its what i was told earlier this year when my Evo was classed as a Cat-D.

I've had four cat "D"'s over the years, not needed a check on any.
