Track Car using my Rs turbo.

I am thinking about building a track car (Rs Turbo)
I want to build a safe 200bhp engine and keep everything very under stressed.
This is what I was thinking:
1.6 Block
Steel Rods
Forged pistons + 1mm
Large valve and ported head
T3 Stage 3 turbo or GT25 FRS Turbo
Lighten Balanced Flywheel
CVH35 Cam
Kent pulley
ARP Studded Block
All new bearings and gaskets
I already have Cosworth P8 management wired in the car.
What compression ratio will be best for this setup? 8.5.1?
I don’t have massive of money to bin on this project so I need to do it right first time.
A nice punchy engine with not a lot of lag would be great.
