Default s2 not boosting right?

basically ive got an rs its been "set up" allegedly for 10 psi i put me foot down and yes i expect lag BUT it seems as tho its holding back and wont boost fully never seems to get to 10 psi on the boost gauge

ive been told that its the ecu not allowing it to boost more than standard so would buying a chipped ecu work ?

or is there anything else it could be? im also breaking an rs s2 so ive swapped the ecu's over and seems to have made a bit of a difference but not a great deal

or could the turbo be gone?/ going?

yes buyin a chipped ecu would allow the car to boost to what you set it to.
standard ecus only let you boost to a certain psi.

If it was the boost cut you would know it it would just cut the ignition if it's holding back check that the plug gaps are set right

also check for soft boost hose and make sure the amal valve clicks when the ignition is turned on as both of these have caused the same probs on my s2 in the past.
