Default rs turbo boost problems....

ive had it running 18-19 psi origanally on standard management and havent had a problem... no after leaving it in the garage for 3 months ive taken it out to run it in and after doing so opened it up and it gets to roughly 15 psi and drops off to 10 psi.... i was told it could be the actuator but thought they just restricted the boost

If the actuator spring has weakened, then it would open the wastegate earlier = less boost achieved.
