fiesta rst standard bottom end, beige inj, uprated pump,-31 actuator, T3 escort turbo

baisicly car comes on boost to 1.3 bar you can hear the turbo spooling up and the dump valve when you shut off. BUT it is as slow as a moped honest 0-60 time is about thatof a escort van!! there are no air leaks at the pipes joins or intercooler, all gaskets ok, turbo has no play, actuator oparates ok, wasgate is not sticking, the pump has adiqate voltage to it and is pumping as expected with good fuel pressure, the plugs are ok and gapped correct, it is the correct plug in chip for the ecu. the compression is ok
however the faults are that it is very slow and it blows the oil cap and dipstick out, but the breathers are clear and it has compression any ideas???
if you remove the vacume for the actuator (so in effect it will run as much boost as poss it only makes is a little quicker)
the car feels very flat and unresponsive and it feels you realy have to screem it to make it go?
any help appreciated i am starting to loose the rag with this car now so may be missing something simple any ideas??

 

Have you checked ignition timing and cam timing?

 

have you actually had a compression test done?

 

id lay money the cam belt is a tooth out
