Yes it was a tropical storm,it is rescheduled for Sunday before the G.P.And maybe they did it for the safety of the drivers and spectators.

Typhoon 22 has passed Suzuka without causing damage to the circuit.
That means Sundays Japanese Grand Prix should go ahead as planned
