Default Can an unhealthy spark plug lose your car power...

WITHOUT causing a misfire??

ie... the car feels a bit flat like the timing is pulling back?

Yes.

The weaker spark only ignites a small portion of the total spark availablity
surface area so it takes extra time for the already burning mixture to
ignite the rest. In effect, this is like retarding the ignition very slightly.

Totally Correct. Result on analysis machines is High HC PPm.

Incidentally, this is how swopping to wasted spark can improve your power output for the same boost.

HC = HYDROCARBONS ie UNBURNT FUEL
PPM = PARTS PER MILLION, of UNBURNT FUELL
NO engine in the world ever burns all it 's fuel in the cylinder.
