It was Test Drive Unlimited, but since Atari/Eden Promises monthly download packs before Christmas and has only provided one since then i don't play it anymore.
Plus Atari sold the game in the U.S for the UK equivalent of 20 quid but made us pay full price
Basicly i wont be buying another Atari game ever 
Buy PGR3 to tide you over until Forza 2 comes out
