Default Advice needed on head flowing specs

Ive had a quote for some flowing does this amount of work sound right for running a t4 what hes scribbled on a bit of paper for me are as follows

Bore in 27mm
polish all ports
machine out valve seats & blend to port
machine valves
fit new valve guides
lap in valves & assemble head
surface head

Didn't think it was wise to polish inlet ports due to gas flow/atomisation of fuel??

This was a suggested spec by him he was unsure tho hes not a tuner and hes going off heads hes done for people before he said he can do me any spec bores etc if i let him know what i want.i want to run t4 turbo with out surge issues etc on greys im aiming for around 430 maybe 500 in the future.
