If they are on a tower he will need planning permission.
If the tower has been there for a number of years but unused and hes just added an ariel then there isnt anything you can do.

Rules vary with councils but as a general rule of thumb anything under 15m does not need planning permission applying for. Especially if its a temporary structure which a pole is classified as.

even if it is a single poled construction you still need planning permission above a certain height ...
i know first hand as i had a nice council man telling me the law a while ago
2 x 20 foot scaffold poles is not good
although i do remeber a 3 x 20 foot scafold poled one years ago .. had a monster 3 element beam on it ... then one night big gust of wind blew it down

Ham radio aerials normally require a planning application.
so yes if its big ..
What needs permission?
Anything, which exceeds the height of the dwelling, requires permission unless it is within 2m of the boundary of your home, within 5m of another dwelling or fronts to a highway; in which case lower limits apply.
just found this ..
so yes i think you will find he does need planning permission..
if you complain to your local caouncil they will investigate it ..
any chance of a pic ???
