Ok fitted a new cam, new tappets, ran it at 2500rpm for 20 mins. Now doing the 500 miles running in not going over 3000rpm but its STILL just as noisey as the old one
Any ideas?

Low oil pressure, wrong grade of oil, worn rockers, etc etc etc etc etc
My first stop would ge checking the oil pressure however. And also, how clean is the head? If its black and sludgey as most CVH heads are then its probably got poor oil flow

Would worn rockers cause the normal cvh tappety sound?

Worn rockers will cause the same sound if they have worn to an extent that the hydraulic lifters can't soak up the clearance, very unlikely however IMO.
As Jambo said they don't always quieten down straight away but from personal experience its usually only a matter of getting the car hot and driving it a few miles before the air is gone.
Try taking the rocker cover off, and using the rule of 9, play with each rocker and see if there is any play. If its a problem related to excessive wear it will be evident when doing this.......
