Its the outlet pipe from the external wastegate.

Sometimes its plumbed back into the exhaust system after the turbo or
just left open to atmosphere under the car and it makes a loud sound
that sounds like screaming.

A screamer pipe simply is a small length of exhaust coming off the wastegate (in most cases external wastegate although it can be done with internal gates aswell) usually not plumbed back into the exhaust system but instead vents to air when the wastegate opens!

Yep !! Its bl**dy loud. The more elderly/sensible person like myself vent it straight to the exhaust cos its too noisy, no diff to performance.
Looking good Phil & at last you are listening to advice .

Some people say it helps prevent the wastegate gases interupting the flow of the gases exiting the turbine.

Buggered if I know though I've only got a little CVH turbo.
