Default Twin piston dump valves

I think I know how they work, but it confuses me a little

Below the standard big piston is a smaller spring and a smaller piston.

I take it that the vacumn that sucks the big piston open at idle cant suck the smaller one open too, hence why it dont stall.

But why cant it? Secondary piston and spring are both far weaker than the main one.

Me mildly confused

Vacumn on both sides.

Stong on TB side - Opens main piston.

Weak on IC side - small piston closes under weak spring pressure - blocks hole that would normally vent air.
