I was running a a decomp plate on my standard RST engine without any problems at all. Had to use it as head had been skimmed too much. You wellseal the plate to the block and then use a standard head gasket on top of that. I also put wellseal on both sides of the head gasket with every engine I build. I got mine from http://www.ferriday.co.uk/ did the job superb.

I was running 18psi of boost without any problems for a year. Only stopped using the engine after oil pressure had dropped and found it had a worn crank.

forgot to mention. If you get a cheap one they won't last 2 minutes. I paid £80 for mine with the head gasket.

You can get by with a decomp plate but most people consider them a bodge it way of lowering the compression.

Felpro headgaskets are shite.

so if you wan to build a budget zvh, then you could use say a 60 tho mile block, decomp plate and cvh head...and all would be ok?

i know of a 1.6 cvh which makes 256 bhp at 13 psi and revs to 7k

that zvh most likely made its 218 bhp at 5000 rpm peak
