At a guess I would say yes, but the more it is used without a head shield then if it isnt, then it's only a matter of time. Someone else will be able to shed a bit of light on this im sure.

Starter motors are a classic weak point on CVH's because of the exhaust placement, more so on turbos.
Try another starter, i think you will find it is your problem it sounds like it.
stevedb: the standard Ford heatshields i have seen are bolted on the block, early blocks do not have these mounts so i'd have a quick peak to see if you do. There may well be a different shield for the turbo but im not aware of one myself.
Get a new starter motor mate if you cant get heat shield go get some exhaust heat wrap and wrap all downpipe with it that will stop it getting too hot it sorted mine anyway

ford do two types of starter shield, one clips on to the oil drain pipe, the other sorta clips to the starter its self, ive also heat wrpped the down pipe now and pianted the starte silver (due to pysics silver reflects heat lol)
