ANPR - Automatic Numberplate Recognition. Scans your plate and looks up the record on the police database. So it will show if the vehicle has been stolen, involved in crime, isn't taxed/insured/etc. The technology already exists and is used on operations, from certain vehicles, etc. Cannot be used for speed enforcement - no timestamp, no photographic record.

SPECS is a proposed motorway-based speed enforcement system which uses a network of cameras and calculates your speed based on the time it takes you to travel between certain fixed points. You'd get a ticket in the same way that you would from a Gatso/Truvelo/etc if your average speed was calculated to be a certain amount over the speed limit.

Neither will be paid for by revenue, because safety camera partnerships are no longer allowed to use the revenue from speeding tickets to support the camera network. So the term 'revenue generator' is basically now obsolete. SPECS has been proposed to be installed along certain 'problem' stretches of the motorway that have serious congestion issues and variable speed limits are implemented.

Editted to add from what I hear in whispers at work there will be a big push over the next 2 years of the SPECS type camera's and not just on the motorways
