how does this clip back in?

Can anyone tell me how this fits back in? ive tried just glueing but that doesnt seem secure enough

It looks like it should slide but i cannot figure out how this would work? ive tried taking off the white clips but they also wont budge

take clips out of body panel and slot into trim panel then clip together (ones broken)
