Default What is GDI+ window?????????

Don't know if any one can help?? I cleaned out all the dust out from inside the computer case and fans today, and when I turned it on I noticed in the bottom left tool bar a box has appeared which says "GDI+ Window" I have tried clicking it but it does nothing, HAVE I FU**ED something,

Also should the case fan (not the power pack fan) blow out or suck in.

I Thank you

The GDi windows comes up because there is a program starting when the pc loads into windows. The PSU fan blows air out, as does the fan on the top of the processor.
