Default Dim / Dip Relay - Escort Mk 4

Ford Escort Mk 4 - 1989

My dipped headlamps are not working. The Headlamp Relay is OK and I now suspect the Dim / Dip Relay. I believe this is located somewhere under the instrument panel - but where is it actually located and how do I get to it to change it?

Won't be this, the dim dip gets bypassed by the full power circuit when the(head) lights are put on, most likely the light switch itself, esp on a mk4.

The Escort Mark IV came in early 1986, with only a small amount of changes. I just purchased a model of Escort Mark 4 and I want to design a sporty look. I think it will be best for me.
