Yes Fuzzy if they are visibly removed it's a fail. Possibly if they have been tampered with too. I haven't checked the current regs for tampering. But all the MOT manuals are available online.
That was my point in my reply above, there is no way that a car that has Cats fitted as standard from new will pass an MOT if they have been removed. No if's and but's it is an instant fail!
