VAT is payable at 20% if you're in the EEC, If you have a valid EEC VAT number then the VAT is removed (divide the total price by 1.2). If you live outside the EEC, Norway, OZ, USA, Dubai etc etc then no VAT is payable as you'll be taxed by customs at your end.
All of that applies to a VAT registered seller.
Do you also know what is done with the EEC VAT number when the VAT is removed? Is there a message send to the tax agency in your own country that something is bought without VAT on that EEC VAT number, and as a result the owner of the EEC VAT number still has to pay the VAT in his own country?
