Thats how i've recieved wheels and tyres in the past.

I bought a roll of the black pallet wrap from a local storage place. Put a piece of cardboard on the front and back of each wheel, wrapped it up in bubble wrap then shrinkwrapped two wheels together with the pallet wrap.
Surprisingly solid once done.
