1989 Sierra Saph

Is the actual headliner board (Not The foam backed covering) supposed to be attached / glued to the underside of the steel roof ?? Mine seems to have a gap of about 1/1/2" to 2" in the middle? I can push it up that much before it hits the steel roof? It seems excessive to me?
