The tru boost is a very basic open loop controller...as such you dont set it at a particular boost. Just a fixed duty cycle after testing to achieve any desired boost level.
How much duty is it taking to make 16psi ?
What spring is fitted to the gate ?
Is the gate sealing correctly when closed ?
Exactly how is the gate plumbed ?
All of these things can affect spool ( as indeed can camshafts ! ) as well as tuning etc etc
to be honset i just set up and plumbed it to instructions that came with it and fitted a 16psi spring, yes it seats correctly but the turbo has never seen more than 14psi
