And boost controller is an AEM thru boost set at 16psi on a 38mm external gate which dosen't even make that much psi.
Also turbine housing is .86 not .63
The tru boost is a very basic open loop controller...as such you dont set it at a particular boost. Just a fixed duty cycle after testing to achieve any desired boost level.
How much duty is it taking to make 16psi ?
What spring is fitted to the gate ?
Is the gate sealing correctly when closed ?
Exactly how is the gate plumbed ?
All of these things can affect spool ( as indeed can camshafts ! ) as well as tuning etc etc
