The power to the motor is just over 12v.
Just a thought...Are you are testing the power with a multimeter or a test lamp?

A multimeter can show 12v but there is no power (amps) behind the voltage if you see what I mean.

Some diesel glow plug circuits are like this, the meter shows 12v but there is no power to light a bulb.
