No you cant outlaw them, and nor should you need to.
They'll send harmless people on stupid "speed awareness" courses which almost every person agrees are a complete and utter waste of time. People on these courses are almost all people who have not crashed. They have dont damaged anything, they havent caused anyone any harm or maybe not even inconvenienced anyone.
They are people who are barely over the limit at all.
They claim this is to teach them a lesson of some sort, to improve road safety....even though the same people havent crashed or caused anyone any harm.
So where are the education or training courses for those who have proven themselves dangerous, unfit, incompetent, blind or just plain fucking stupid who have caused an accident, who have injured someone, who have destroyed property ?
Oh...there arent any. Go figure.
