You can get new keys cut cheap enough and you can prgramme them to the central locking yourself but getting the chip coded to the immobiliser is the expensive bit and so far as I know there is no cheap option for that.

You could get new keys cut and programmed, then tape your coded key to the steering column inside the shroud so the system sees the coded chip and let the van start with an uncoded key.
