Pack all the graphics and the wow factor into the single player. Plus larger maps and scripted events with more particle effects.
Then tone things down for the multiplayer.
I think its a smart move as 60fps over 30fps in multiplayer makes a big difference. You want the smoothest most responsive experience in competitive multiplayer.
