Not really. I find in the wet my rears lock quite easily but in the dry i can use the rear discs much more.
Theres nothing wrong with adjustability, especially if you can do it whilst driving to suit your needs.
There is no perfect setup.
Then your default bias is too much rearwards. No axle should ever lock up 'easily' in any condition other than snow or ice.
