As said I don't think we/the cops should do nothing, I can however fully understand why a decision has been made to not engage in a chase in a built up area.
As I posted above but you seem to have accidentally omitted from your quotes I would instead suggest using the helicopter to ensure that the TWOC'ers cannot escape and can then be brought to a stop in a safer environment, which is also more likely to be successful when using the element of surprise if they are not running from the blues & twos.
Interesting but I think flawed.... with our "modern" 24 hr news society I believe it highly likely that it would be major news and picked up by BBC sky etc if European police killed even small numbers of innocent bystanders.
Also as a society there is societal moral judgement to be made "are we willing to accept some risk of innocent casualties for our greater good" in this case may be a child getting hit by a car driven by an idiot who stole it.
This is tragic but if this were to happen the driver would be much more likely caught then charged with anything up to causing death by dangerous driving and being put behind bars for a long time.
Keep in mind we are more than happy to have this risk else where in the world for our greater good. Like collateral damage to prevent terrorism here. Real NIMBY you might say!
