I dont THINK they will but you never know, it could be it thinks the engines so warm it wont send enough fuel into the engine to start it from cold but I'm guessing a bit here,did see this once on an impreza, symptoms were that the cooling fans came on immediately as you turned the key as if the engine was warm.
On the focus it looks like a big bolt with a wiring it and actually just measures the temperature in the engine bay to control the fans,start by looking at that first fella.
