Most likely was due to the pressure dropping but I couldnt move the VVC unit any further clockwise once belt removed so it must have been in the "off" position but at least I know it is spot on now !

did you loosen off the two cam pulleys (1) and lock the cams (2) and crank in place (3)?
once you had the belt on and tensioned do you just tighten the bolts on cam pulleys (4) and spin engine over by hand and recheck the timing (5) ??
