Stu, if the wastegate is stuck open then the turbo will overwork as its trying to create a pressure but most of the air it flows go's straight down the exhaust, hence the turbo will have to do more work to try to generate the same pressure.
A leaking actuator would keep the wastegate shut causing over boost.
it wont fella because the gas will be bypassing the exhaust wheel instead of spinning it.
