But i agree, check the wastegate arm for nice easy free movement with absolutely no restriction, my one moves very losely so try and get it like this if it isnt with oil etc, also check all hoses for splits and cracks. the actuator rod can be adjusted so i would take it somewhere that can adjust the actuator rod to the the arm to get your desired boost level dependent on Engine spec and capability.

overall not a massive problem to fix, quickest way is to just get a garage to look at it, check and adjust it then test it.
