It holds back around 4k revs when driving

Things I've changed
oil pump
water pump
Fuel filter
Spark plugs
Oil
Ht leads
Rotor arm
Dizzy cap
Coil
Boost hoses
Radiator
Did change actuator to -31 but boost came on late

Checked for air leaks

I'm still new to s2/ turbo cars

Is this normal
