Swinging the cam timing is not what verniers are about

They are for accurately setting the camshaft position in direct relation to the crankshaft position at a given degree ATDC (after Top Dead Center)

Some tuners may "play" with the vernier during a rolling road session to see if improvements can be achieved but generally you will find the camshaft manufacturer will already know the optimum setting and this is stated in the cam fitting instructions
