I think it may be the way the person is sending them. In outlook if you 'attach' a photo, it will just add the file witht he option to open/download, if you 'insert' a photo, it adds it into the actual email content itself (shows the actaul photo in the email text). As previously state, you could set outlook to download headers only, and them you will have to manually tell it to download the attachments.
