It only needs to adjust half a tooth's worth because it you go that far in one direction and it's not enough you can move the belt on by a tooth and start again with it all the way in the other direction.
Personally I don't like that style as I've seen them slip too often. Quaife do the pin type and they are often cheaper than those things tend to fetch second hand on fleabay.

there is no reason why once its set you cant drill a hole and dowl one of the adjusting arms to ensure that it will not slip in use
or even if you cant dowl it, just nut and bolt it.
