The black bit wont be will it, thats the part thats threaded, they wouldnt have much of a hold to the bolts if they were slotted, lol
Remove one bolt and the blue part should be slotted so the timing can be moved. Im sure the bolts are covering the slots.
that was my first though but it might have t-nuts on the back
