Ive got the same prob, but i think mine is restricting airflow to the rad even when im driving, as if i nail it, it gets warm pretty quickly...
My rad is a far back as it can go, and the IC (radtec) will only mount in one place... The fans are on the IC at the front.
I plan to seal the rad and IC together so air can only go thru...
i think mines a radtec to as im sure i have a radtec radiator as well my plan is to move the wiring loom underneath of behind the raditator then try and get the intercooler flush with the rad and put the fans back on the IC were see how that goes!
