The hump looks pretty obscured by the speed hump to be fair. Get a claim rolling with the council and see what comes back. They will wriggle and no doubt claim that it was fine when the road was last inspected. Argue that it's filled with half bricks etc which are not used in carriageway construction so clearly the hole has been there some time. Make sure the road has been adopted by your local authority as if it hasn't you will need to persue the developer of the land

You will have to fight hard to get the repair sorted.
