Default Legal advice required, poor road surface.

I went to visit my mum on saturday.
After leaving my mums we managed to hit a really large pot hole which is on the road that leads into her flats.
I was traveling at 10-15mph however the impact cracked my windscreen on the passenger side ( screen is only 4 days old ) and has also caused some steering damage,
the car pulls badly to the left and it all feels alittle floaty now.
When I turn the wheel whilst driving the wheels dont seem to turn at the same time as the wheel.
Almost in the same way as a badly worn steering rack would..

The hole isnt marked up at all, there are no signs to suggest it is there.
The speed ramp has got no white markings on it either which makes is hard to see and lastly then adjacent lamp post light doesnt seem to work so it was really dark.

Where do I stand with this and how to I go about getting the council to repair my car?

P.S I know the falts are a shit hole, they are in the process of knocking most of them down

Pics of the hole below and some measurements I made.

38in across
56in long
6in deep in some parts
